"I believe that, in order to cover the cost of the permit-to-purchase scheme, I would have to charge a fee amounting to approximately $400 per application."
Sheriff Jason Mikesell stated in a sworn declaration, filed 2026-08-11 as an exhibit to the plaintiffs' preliminary-injunction motion in Del Toro v. Polis (D. Colo. 1:25-cv-02725, docket entry 82), that his office is not participating in the eligibility-card program because it cannot afford the program's expected annual operating cost of over $400,000. The quoted figure is his estimate of the per-application fee that full cost recovery would require, not a fee Teller County charges. The declaration is the sheriff's own statement; the county has still published nothing operational on its own websites.
